A Timeline and History of the Tohjo Continent
NOTE: Most of this information is a summary of an amalgamation of the game, anime, and Adventures manga canon. If you already know most of that, this information should just be a review, and you can skip to the next section. (The Following Years)
Two years prior to Red’s ascension to Champion, Mewtwo is genetically engineered from samples of Mew’s DNA in a laboratory off of the coast of Cinnabar Island. Over the next two years, Mewtwo quickly gains unsurpassable amounts of power, eventually destroying his lab of birth. The off-shore laboratory is destroyed, and all personnel are reported deceased. The Pokémon begins a rampage, destroying multiple buildings on Cinnabar Island. Most notable is the Cinnabar Mansion. The Elite Four and Champion arrive at the island to quell the super-powered Pokémon. Mewtwo flees, unable to defeat all five Trainers at once. He is spotted over Kanto on occasion, before settling in a cave just outside Cerulean City. For the safety of the people, only the Elite Four and Champion are allowed entry to the cave. The cave remains calm and quiet.
Red, Blue, and Green are called to Professor Oak’s Laboratory in Pallet Town. Their journeys intertwine across the following months as each progress through the Kanto Gym Challenge. Both Red and Blue challenge and defeat the previous Champion, Lance. Each is revealed to have a special bond with Pokémon.
During Red’s ascension to Champion, the three also fight Team Rocket, a criminal organization that, on the surface, dabbles in smuggling, stealing, poaching, selling, exploiting, and experimenting on Pokémon. Their Leader, Giovanni, shows signs of having ulterior motives, although they are never discovered. It is rumored that he has an illegitimate or bastard child. Giovanni is later revealed to be Viridian’s dilapidated Gym’s Leader. After his defeat at the hands of both Red and Blue, Giovanni flees Kanto and has not been seen since. After both Red and Blue’s ascension, he is also stripped of his status as a Gym Leader. Red is given the position, but declines. Blue assumes the position. Both relinquish the position of Champion back to Lance, although both retain the title.
Following his ascension to Champion, Red returns home, then mysteriously disappears. He is spotted in Johto the following months, and quickly defeats all 8 Gyms. He again disappears. Rumors state he is training at the treacherous Mount Silver. There have been no reported sightings of him since the disappearance, and is reported dead.
Three years after Red’s ascension to Champion, two young men, Gold and Silver, along with another young woman, Crystal, begin their own quest to defeat the Elite Four and Champion. Gold and Crystal are residents of New Bark Town and friends of Professor Elm. Silver is a mysterious lad with no known history. All three take on the 8 Gyms, and in their triumph, the Elite Four and Champion. They all earn the title, and leave to explore the region on their own.
During the trio’s ascension, they uncover a nefarious plot by ex-Administrators of Team Rocket. The trio of Rocket Admins assumes control of multiple locations in Johto, attempting to locate and/or contact their missing Leader, Giovanni. Gold, Silver, and Crystal all manage to topple the plan, and Team Rocket once again disappears.
Following the trio’s ascension, Gold, Silver, and Crystal part ways. Gold climbs Mount Silver to challenge Red. He disappears for just under a year, returning to New Bark Town inches from death. He recovers and stays in the city, helping Professor Elm. He becomes a renowned Breeder of Pokémon, known for his handiness with hatching Eggs. Crystal accompanied Gold to Mount Silver, although the two left each other to their own devices. The young woman trains outside the cave system where Red is rumored to be, and has found a hospitable old woman who gives her free room and board, so long as Crystal continues the training. It is said that Crystal can catch any Pokémon. Silver has disappeared as mysteriously and quickly as he appeared. The rumors go that Silver is the son of Giovanni, and entrusted the information to Gold and Crystal. However, both refuse to confirm said rumors. During his short time in Johto, it was said he could haggle with anyone and get them to trade any Pokémon he desired.
The Following Years:
Roughly three years after the trio’s ascension, the Elite Four started transforming. To protect humans and Pokémon from future threats of Team Rocket inspired behavior from aspiring gangs, the Elite Four stepped into the role of a central authority in the region. They took control over each city’s police forces and slowly introduced “Elite Police”, as they were called. They were trained up to become capable law enforcement, dealing with everything from petty crimes and misdemeanors to massive raids on Team Rocket sympathetic gangs that sprouted up following the organization’s fall. The change was welcomed by the populace.
Over the next few years, the Elite Four slowly start passing laws, attempting to protect both humans and Pokémon. With their already high acceptance, the laws pass with ease. With their power assured, the Elite Four easily raise the age requirement for Trainers from 10 to 15 years of age under the premise of keeping children safe. Later, they would pass laws that would create extra requirements in order to obtain specific Pokémon, due to “studies showing the inability of novice Trainers to effectively handle the Pokémon in question”. Some Pokémon would remain easy to obtain, while others would carry harsh penalties for possession without meeting the requirements. The penalties were less harsh if one was close to meeting the requirements in the beginning, but as time passed, the Elite Four began to punish equally, no matter how close a Trainer was to meeting the requirements.
Gang activity became more common as the populace began to recognize that the Elite Four was grabbing the reins of society and snapping it into a very harsh, rigid line. The Elite Four quickly tries to quell the uprisings, quickly banning the possession of Pokémon for any person with a major criminal record. The reins later tighten to anyone with a criminal record of any sort.
During their rise to power, the Elite Four also seized multiple corporations and businesses. Pokécenters, Pokémarts, Silph Co., and other businesses were all swept under their wing.
Roughly 5 years after their initial “coup”, the Elite Four renamed themselves. They became known as the E4 (Champion included), whilst all their absorbed businesses were merged into one major company: Silph Co.,. Pokémarts and Pokécenters kept their names, whilst other businesses merged into Silph. Prices of items shot up as a monopoly was established. Gangs began looking to ex-Team Rocket scientists to begin researching and creating Pokéballs. It wasn’t long before an underground black market for items was established. Many Trainers would turn to the black market for affordable items. Realizing the predicament, E4 retaliated, banning non-Silph items from official matches. They also began arresting scientists and distributors of the now-illegal items and destroying home based laboratories.
Within two years, everything was out of hand. Gang wars became commonplace as the gangs fought to protect their territory from both the E4 and other gangs. It didn’t take long for weapons to be brought into the equation, with both the EP and gangs carrying everything from blades to firearms. Pokémon started to perish in the fights, and both sides began to attack other Trainers and humans with their Pokémon. Casualties started being counted, and would climb as time went on.
7 years after the E4’s coup,” a mysterious red-haired man with ties to Team Rocket suddenly appeared. Ruthless and powerful, he quickly brought both gangs and the EP to their knees in Saffron City. He continued attacking the city with reckless abandon, and the gangs quickly fell in line behind him. With a newfound army, the man attacked the Silph Co. headquarters. The fight lasted for a few hours, yet casualties were high. Nearly all EP within the city limits were killed With the city under his control, the man moved to the Gym. The building collapsed in under an hour. Sabrina, the Leader, perished in the fight. He then ordered the four entrances to the city to lockdown. EP assaulted the city relentlessly over the following week and a half to no avail. What little headway was made was immediately lost as the mysterious figure himself stepped in, attacking anyone who stood in his way, no matter the alliance. Suspicions were confirmed when the man was revealed to be Silver. He had reformed Team Rocket for the new age, and was indeed the son of Giovanni. Silver and TR were declared an enemy of the state.
Recently, rumors of the E4 founding what has become known as the “Secret Police” have surfaced and spread. The SP is supposed to be a very elite group of Trainers, on par with the E4 themselves, that deal with “problems” that the E4 themselves cannot personally deal with, as well as much larger “projects”, such as the multiple attempts on regaining Saffron City. However, the E4 denies any and all ties with groups that may call themselves the “Secret Police”, and report that there is no official group by the name.
Important People:
Professor Oak was one of the first advocates against the E4 and their treatment of the populace. He was routinely and openly involved in “illegal” distribution of Pokémon. Declared an enemy of the state, Oak fled Kanto and has not been seen since. Various rumors float about regarding his location, the most prominent being Mount Silver.
Red has been missing for nearly ten years. Rumors float around occasionally, stating he’s either dead, or still training at Mount Silver, completely oblivious to the world around him. The E4 have declared him an enemy of the state until proven otherwise based on his previous actions against the E4.
Blue is still the Leader of Viridian City’s Gym. He is considered a friend of the state, although recent knowledge points to Blue having a very tentative and volatile relationship with the E4. Rumors say that he is involved in “underground activities” and is struggling to keep his position as Gym Leader and on good terms with the E4.
Green supposedly fled the region with Professor Oak. Her current whereabouts are unknown.
Professor Elm, like Oak, is an enemy of the state. Rumors float about that he and Gold fled Johto on advice from Oak shortly before Oak’s disappearance. Elm has not yet been found.
Gold fled the region with Professor Elm under the pretense of protecting the “old man”. He is considered an enemy of the state due to his title of Champion. His mother has been placed under strict surveillance by the E4.
Silver is the current Leader of TR. He is the E4’s greatest enemy, and wanted posters are in every city under E4 rule. He is currently located in Saffron City, where TR is headquartered. All Trainers are advised to immediately flee from him.
Crystal returned to New Bark Town months after Elm and Gold fled. She was immediately labeled an enemy of the state and placed under arrest. She was later found innocent and was cleared of all charges. She later fled to Saffron City, and is now right hand to Silver. She is once more an enemy of the state.
The Champion is a very large, foreboding figure that has been wrapped in mystery. It is said that the Champion has descended from a long bloodline of Dragon Tamers, and is the single most powerful Trainer in the Tohjo continent. No Trainer has faced the Champion since the E4’s coup and told the tale. Rumors circulate that if Lance is no longer the Champion, he had a son who has taken the throne.
The E4 consists of four members, naturally. The most recent known E4 are Lorelei, Bruno, Karen, and Will.
Bill, the avid Pokémon collector, is on very uneven terms with the E4. He has not been declared an enemy of the state, and has been placed under strict surveillance. He is one of few licensed distributors of Pokémon.
Important Locations:
Pallet Town is under strict surveillance by E4, and requires a legal identification to enter the town limits. Professor Oak’s Laboratory is under quarantine for research purposes by the E4, and unauthorized personnel are not allowed within the premises. Red’s former house has been demolished by the E4 and Red’s mother has been placed under house arrest in an E4-sanctioned apartment. Routes have been formed around the city in order to get from Viridian City of Cinnabar Island.
Viridian Forest was cut down many years ago after finding that many gangs would use it for illicit activities, such as the transfer of Pokémon. The location has since been turned into a large mine that extends into Pewter City. Sparse forestation surrounding the mines house what few Pokémon inhabited the forest.
Pewter City has grown into a large, bustling city thanks to massive clusters of mineral, gem, and oil deposits located in and around the city and its surrounding mountains. Brock has taken on the job of overseeing the mining operations, relinquishing his spot as Pewter’s Gym Leader.
Mount Moon has become a tourist attraction, forcing the Pokémon that live within to delve deeper into the caves in order to live comfortably. A route has been cut through the mountain for a quicker path between Pewter and Cerulean.
Cerulean City has changed little over time. Nugget Bridge remains to the north, along with Bill’s house.
Cerulean Cave collapsed over 9 years prior, when Red entered the caves to hunt Mewtwo. Residents of Cerulean from the time recall a massive earthquake that collapsed the caverns that day. Red emerged in poor shape, yet alive. Mewtwo has not been seen since.
Rock Cave, like Mount Moon, has been carved through for quick access between Cerulean and Lavender Cities. A bridge gaps the river that flows in front of the Power Plant, which has been expanded to help feed Kanto’s growing power needs.
Lavender City remains a small, eerie city. Gang activity felled the Radio Tower that took the place of Pokémon Tower. The site has never been refurbished. The Pokémon cemetery has grown, taking up a major portion of Lavender City. One cannot go through the city without seeing ghost Pokémon, and ghost sightings are fairly common. The residents are not fazed by the phenomena any more. Lavender city has gained a Gym that specializes in Ghost-types, and is run by Agatha’s daughter, Ophelia.
Saffron City is rumored to be the most safe location in all of Kanto. Despite TR’s possession of the entire city and its assets, the organization seeks to free and liberate the people. E4 advocates, sympathizers, and members are ratted out daily as the E4 tries to infiltrate and topple TR. The Magnet Train station that once stood in Saffron has been destroyed. Sabrina perished defending Silph Co. from the TR attack. Her Gym has been destroyed and all Trainers from the Gym run out of the city. The Fighting Dojo remains standing, due to the absence of official ties to the E4.
Celadon City has grown even larger, and is the new headquarters for Silph Co. after TR’s hostile takeover of the building in Saffron. The Game Corner is rumored to still house a TR Hideout that connects back to Saffron, but all searches have returned no results.
Vermillion City remains Kanto’s largest port city, with massive docks littering the edges of the city. A large mansion stands in the northeast of the city, purchased by the Pokémon Fan Club shortly after its sole occupant perished.
Fuchsia City has become a rather large port city and metropolis itself, and continues to house the massive Safari Zone. Koga took the Gym back from his daughter, Janine, when he was forced off of the E4 due to Lorelei’s return. The city is almost always covered in smog.
Cinnabar Island has been rebuilt from the ground up, and utilizes the still-active volcano as energy and fuel. Blaine has perished due to his old age, and his successor remains to be decided upon. Silph Co. owns a major R&D laboratory on Cinnabar Island, and the Cinnabar Mansion has been restored to its former glory. The Mansion is now a tourist attraction.
Victory Road is even more perilous before, winding through the mountains separating Kanto and Johto. The path splits towards Mount Silver, and many powerful Trainers and Pokémon stand upon the path. The E4 has also upped the security around Victory Road, placing EP and supposed SP on the path to even further test Trainers.
Indigo Plateau remains the capital of Kanto and the final destination of those wishing to take on the Gym Challenge of Kanto and Johto. However, not much is known of the E4 members themselves, as no Trainer has yet to return from the Challenge. It is rumored that Trainers that fall are cast aside as useless Trainers, whilst those that win are silenced in gruesome, horrifying ways.

I’ve touched on the subject before, but I’m going to clarify once more. During combat, there will be a designated posting order. Like with all tabletops and dice system, it’s called Initiative. Since this is Pokémon, your Initiative is your Speed. In the case of multiple Pokémon having the same speed, dice will be rolled equal to the Pokémon’s speed (ie, 1 Speed = 1d6, 2 Speed = 2d6, etc.). The Pokémon that scores the highest will go first. Ties will be re-rolled.
Example:
5 Pokémon are in combat. Four have equal Speed (at 2), and the fifth has greater Speed (at 3). Pokémon 1-4 each roll 2d6. 1 gets 10, 2 and 3 tie at 7, and 4 rolls 5. 2 and 3 reroll, with 2 rolling 6 and 3 rolling 9. The posting order, from this, is as follows: 5 attacks first, followed by 1, then 2, then 3, then 4.
Experience and Leveling Recently added: 1/29/11
In general, Pokémon fall into a few categories for leveling. Base (or fast) speed, Evolved (or average) speed, Final (or slow) speed, and Legendary (or slowest) speed. Each form requires 10, 15, 20, or 25 exp to increase a stat, respectively. Exp is rewarded at the end of battles (naturally, some Pokémon give more experience - however, this will generally be one or two). If you also surprise me with superb roleplaying, I may award extra experience as an incentive to continue doing well.
Final Notes:
Pokéballs appear as they do in the manga – a solid white, metallic bottom, with a clear, red glass top. The button is attached to the upper portion of the Pokéball. Pokéballs can be released from the inside in a pinch (the Pokémon can release itself), but can also be destroyed from the outside via great pressure.
TR has created their own version of the Pokéball, aptly titled the “Rocket Ball”. The ball has a solid red, metallic bottom with a black metallic top emblazoned with their logo. Rumors go that the ball is indestructible, and able to catch Pokémon already belonging to another trainer.
Hidden Machines and Technical Machines (HMs and TMs, respectively) have advanced to the point that the two have blended into one. Both are collectively called TMs. Neither breaks after use, both can be used multiple times, and moves once stored on HMs can be forgotten on a whim. However, because of this, their base price has increased to 150% of their normal price. (Silph Co. and black market price adjustments take place after the price increase)
Pokémon can – and will – die. There is no way around this. Pokémon faint in battle. Pokémon die in war. With weapons being present in the battlefield, some punk may try to take your Pokémon’s life for defeating his in battle. Who knows.

”Novice” Pokémon
All Pokémon on this list require a valid Trainer’s ID and at least 1 Badge, or a special License.
Intermediate Pokémon
All Pokémon on this list require a valid Trainer’s ID and at least 3 Badges. There are very few, exclusive licenses that allow a citizen to own one of these Pokémon.
Expert Pokémon
All Pokémon on this list require you to have a valid Trainer’s ID and at least 5 badges. Average citizens are not allowed to possess these Pokémon. It is extremely difficult to get the Collector’s License in order to legally obtain these Pokémon.
Master Pokémon
All Pokémon in this list require you to have a valid Trainer’s ID and all 8 badges. Only one citizen has been awarded a license allowing him to obtain and keep these Pokémon.
Illegal Pokémon
It is illegal to so much as command these Pokémon, even if you have the title of Champion. Punishment for non-capture use is a life sentence in prison. Punishment for capture of these Pokémon is death.
Now, just because I’ve listed every Kanto Pokémon (and some Johto), doesn’t mean you can pick just anything. I’ll be combing over every sheet, and will let you know if I’m not happy with your Pokémon of choice. Just use some common sense, ok? (:
Here's the listing of what Pokémon are found in what locations naturally. These are listed by the lowest denominator of a family that can be found, and in most cases, every Pokémon in the evolution chain can be found. However, this does not hold true for Eevee. Only when Eevee's evolution is listed may that Eeveelution be found.
Due to intense research (and development) by TR and the E4, Eevee's ability to evolve has become radically different. An evolution has been found for every type in the Pokémon world, and studied in depth. Although unique Pokémon, the entire Eevee family follows a very specific pattern, in their learnsets, physiology, and their nomenclature.
Recent research has shown that the elemental Plates scattered around the world are actually the cause of evolutionary stones, such as the Leaf, Fire, and Water Stones. Embedded within a specific area, the power of the elemental Plates slowly seeps into its surroundings, slowly transforming materials such as stone and gems into diluted version of the Plates themselves. Research on the Eevee family has shifted from the family itself onto the plates and a method to reverse engineer the Plates or Stones so one may greater control the "eeveelutions", as they have been dubbed.
Due to the sheer amount of research done, nearly all Urban Eevee and a small portion of wild Eevee can no longer evolve via Stones, and require Plates in order to evolve. As well, there are rumors or Eevee that can supposedly change form "at will". While no solid evidence supports the rumors, scientists struggle to find a way to enable the Pokémon to evolve and devolve, based around the Plates or Stones it holds. However, the inability to find Plates with enough mass to trigger the evolution has brought the research to a grinding halt.
Interestingly enough, research has shown that, despite Everstone's capabilities of maintaining a Pokémon's current location in its evolutionary family, Eevee will evolve when leveled and holding an Everstone. Research is continuing on the Stone and its origins, and many speculate that an Everstone is actually an Evolutionary Stone tied to the Normal-type, though a Normal-type Elemental Plate has yet to be found to support the claims. It also does not explain why, when held by all other species of Pokémon, it causes a halt in evolution.
“Freedom Through Chaos”
TR’s motto is scrawled on every wall in Saffron City. Every house, every building, every store. There is no escape from the ever-present reminder of what is, what will always be. But behind the curtains lies a very harsh truth. Neither the E4 nor TR are what they once were. The protection the E4 grants the populace is merely a façade for their tyrannical oppression. They seek to create a perfect world, a world without crime, a world without violence. But in their blindness, they oppress. And TR seeks to topple the empire. Though they seemingly remain as evil as ever; stealing Pokémon, capturing illegal Pokémon, distributing Pokémon. They seek to cause the E4 to crumble from within. They would insert “agents” into the system, causing it to rip at the seams. So far, their efforts have been in vain. No Trainer, nor group of Trainers, has been successful in taking on the Gym Challenge and the E4 and emerging successful. That’s all history. Old news. Why live in the past? You only live once. You can only hope for the future. And today, there is a glimmer of hope.
You live in Saffron City. Whether you were born and raised here, moved here as a child, or fled from the E4, you are in Saffron City. It’s December 24th, who knows what year. It’s cold, and a moderate blanket of snow covers the streets and sidewalks. The sky is filled with dark, foreboding clouds. But every cloud has a silver lining, right? That lining, tonight, happens to be one of TR’s Monthly Pokémon Giveaway. Every month, they gather up aspiring Trainers, get them Trainer ID’s, and hand out Pokémon. No one gets a choice, they just reach into a box of Pokémon and grab. Sometimes, Trainers get desired Pokémon. Other times not. Whichever way your luck swings, at least you have a Pokémon, right? You can still battle with it, you can still catch other Pokémon.
You trudge through the snow, blissfully unaware of what lies in your future. Of what is going to be expected of you. You just march onwards, heading to the TR Headquarters. Who knows, tonight may be your lucky night....

During his short time in Johto, it was said he could haggle with anyone and get them to trade any Pokémon he desired.
The Following Years:
Roughly three years after the trio’s ascension, the Elite Four started transforming. To protect humans and Pokémon from future threats of Team Rocket inspired behavior from aspiring gangs, the Elite Four stepped into the role of a central authority in the region. They took control over each city’s police forces and slowly introduced “Elite Police”, as they were called. They were trained up to become capable law enforcement, dealing with everything from petty crimes and misdemeanors to massive raids on Team Rocket sympathetic gangs that sprouted up following the organization’s fall. The change was welcomed by the populace.
Over the next few years, the Elite Four slowly start passing laws, attempting to protect both humans and Pokémon. With their already high acceptance, the laws pass with ease. With their power assured, the Elite Four easily raise the age requirement for Trainers from 10 to 15 years of age under the premise of keeping children safe. Later, they would pass laws that would create extra requirements in order to obtain specific Pokémon, due to “studies showing the inability of novice Trainers to effectively handle the Pokémon in question”. Some Pokémon would remain easy to obtain, while others would carry harsh penalties for possession without meeting the requirements. The penalties were less harsh if one was close to meeting the requirements in the beginning, but as time passed, the Elite Four began to punish equally, no matter how close a Trainer was to meeting the requirements.
Gang activity became more common as the populace began to recognize that the Elite Four was grabbing the reins of society and snapping it into a very harsh, rigid line. The Elite Four quickly tries to quell the uprisings, quickly banning the possession of Pokémon for any person with a major criminal record. The reins later tighten to anyone with a criminal record of any sort.
During their rise to power, the Elite Four also seized multiple corporations and businesses. Pokécenters, Pokémarts, Silph Co., and other businesses were all swept under their wing.
Roughly 5 years after their initial “coup”, the Elite Four renamed themselves. They became known as the E4 (Champion included), whilst all their absorbed businesses were merged into one major company: Silph Co.,. Pokémarts and Pokécenters kept their names, whilst other businesses merged into Silph. Prices of items shot up as a monopoly was established. Gangs began looking to ex-Team Rocket scientists to begin researching and creating Pokéballs. It wasn’t long before an underground black market for items was established. Many Trainers would turn to the black market for affordable items. Realizing the predicament, E4 retaliated, banning non-Silph items from official matches. They also began arresting scientists and distributors of the now-illegal items and destroying home based laboratories.
Within two years, everything was out of hand. Gang wars became commonplace as the gangs fought to protect their territory from both the E4 and other gangs. It didn’t take long for weapons to be brought into the equation, with both the EP and gangs carrying everything from blades to firearms. Pokémon started to perish in the fights, and both sides began to attack other Trainers and humans with their Pokémon. Casualties started being counted, and would climb as time went on.
7 years after the E4’s coup,” a mysterious red-haired man with ties to Team Rocket suddenly appeared. Ruthless and powerful, he quickly brought both gangs and the EP to their knees in Saffron City. He continued attacking the city with reckless abandon, and the gangs quickly fell in line behind him. With a newfound army, the man attacked the Silph Co. headquarters. The fight lasted for a few hours, yet casualties were high. Nearly all EP within the city limits were killed With the city under his control, the man moved to the Gym. The building collapsed in under an hour. Sabrina, the Leader, perished in the fight. He then ordered the four entrances to the city to lockdown. EP assaulted the city relentlessly over the following week and a half to no avail. What little headway was made was immediately lost as the mysterious figure himself stepped in, attacking anyone who stood in his way, no matter the alliance. Suspicions were confirmed when the man was revealed to be Silver. He had reformed Team Rocket for the new age, and was indeed the son of Giovanni. Silver and TR were declared an enemy of the state.
Recently, rumors of the E4 founding what has become known as the “Secret Police” have surfaced and spread. The SP is supposed to be a very elite group of Trainers, on par with the E4 themselves, that deal with “problems” that the E4 themselves cannot personally deal with, as well as much larger “projects”, such as the multiple attempts on regaining Saffron City. However, the E4 denies any and all ties with groups that may call themselves the “Secret Police”, and report that there is no official group by the name.
Important People:
Professor Oak was one of the first advocates against the E4 and their treatment of the populace. He was routinely and openly involved in “illegal” distribution of Pokémon. Declared an enemy of the state, Oak fled Kanto and has not been seen since. Various rumors float about regarding his location, the most prominent being Mount Silver.
Red has been missing for nearly ten years. Rumors float around occasionally, stating he’s either dead, or still training at Mount Silver, completely oblivious to the world around him. The E4 have declared him an enemy of the state until proven otherwise based on his previous actions against the E4.
Blue is still the Leader of Viridian City’s Gym. He is considered a friend of the state, although recent knowledge points to Blue having a very tentative and volatile relationship with the E4. Rumors say that he is involved in “underground activities” and is struggling to keep his position as Gym Leader and on good terms with the E4.
Green supposedly fled the region with Professor Oak. Her current whereabouts are unknown.
Professor Elm, like Oak, is an enemy of the state. Rumors float about that he and Gold fled Johto on advice from Oak shortly before Oak’s disappearance. Elm has not yet been found.
Gold fled the region with Professor Elm under the pretense of protecting the “old man”. He is considered an enemy of the state due to his title of Champion. His mother has been placed under strict surveillance by the E4.
Silver is the current Leader of TR. He is the E4’s greatest enemy, and wanted posters are in every city under E4 rule. He is currently located in Saffron City, where TR is headquartered. All Trainers are advised to immediately flee from him.
Crystal returned to New Bark Town months after Elm and Gold fled. She was immediately labeled an enemy of the state and placed under arrest. She was later found innocent and was cleared of all charges. She later fled to Saffron City, and is now right hand to Silver. She is once more an enemy of the state.
The Champion is a very large, foreboding figure that has been wrapped in mystery. It is said that the Champion has descended from a long bloodline of Dragon Tamers, and is the single most powerful Trainer in the Tohjo continent. No Trainer has faced the Champion since the E4’s coup and told the tale. Rumors circulate that if Lance is no longer the Champion, he had a son who has taken the throne.
The E4 consists of four members, naturally. The most recent known E4 are Lorelei, Bruno, Karen, and Will.
Bill, the avid Pokémon collector, is on very uneven terms with the E4. He has not been declared an enemy of the state, and has been placed under strict surveillance. He is one of few licensed distributors of Pokémon.
Important Locations:
Pallet Town is under strict surveillance by E4, and requires a legal identification to enter the town limits. Professor Oak’s Laboratory is under quarantine for research purposes by the E4, and unauthorized personnel are not allowed within the premises. Red’s former house has been demolished by the E4 and Red’s mother has been placed under house arrest in an E4-sanctioned apartment. Routes have been formed around the city in order to get from Viridian City of Cinnabar Island.
Viridian Forest was cut down many years ago after finding that many gangs would use it for illicit activities, such as the transfer of Pokémon. The location has since been turned into a large mine that extends into Pewter City. Sparse forestation surrounding the mines house what few Pokémon inhabited the forest.
Pewter City has grown into a large, bustling city thanks to massive clusters of mineral, gem, and oil deposits located in and around the city and its surrounding mountains. Brock has taken on the job of overseeing the mining operations, relinquishing his spot as Pewter’s Gym Leader.
Mount Moon has become a tourist attraction, forcing the Pokémon that live within to delve deeper into the caves in order to live comfortably. A route has been cut through the mountain for a quicker path between Pewter and Cerulean.
Cerulean City has changed little over time. Nugget Bridge remains to the north, along with Bill’s house.
Cerulean Cave collapsed over 9 years prior, when Red entered the caves to hunt Mewtwo. Residents of Cerulean from the time recall a massive earthquake that collapsed the caverns that day. Red emerged in poor shape, yet alive. Mewtwo has not been seen since.
Rock Cave, like Mount Moon, has been carved through for quick access between Cerulean and Lavender Cities. A bridge gaps the river that flows in front of the Power Plant, which has been expanded to help feed Kanto’s growing power needs.
Lavender City remains a small, eerie city. Gang activity felled the Radio Tower that took the place of Pokémon Tower. The site has never been refurbished. The Pokémon cemetery has grown, taking up a major portion of Lavender City. One cannot go through the city without seeing ghost Pokémon, and ghost sightings are fairly common. The residents are not fazed by the phenomena any more. Lavender city has gained a Gym that specializes in Ghost-types, and is run by Agatha’s daughter, Ophelia.
Saffron City is rumored to be the most safe location in all of Kanto. Despite TR’s possession of the entire city and its assets, the organization seeks to free and liberate the people. E4 advocates, sympathizers, and members are ratted out daily as the E4 tries to infiltrate and topple TR. The Magnet Train station that once stood in Saffron has been destroyed. Sabrina perished defending Silph Co. from the TR attack. Her Gym has been destroyed and all Trainers from the Gym run out of the city. The Fighting Dojo remains standing, due to the absence of official ties to the E4.
Celadon City has grown even larger, and is the new headquarters for Silph Co. after TR’s hostile takeover of the building in Saffron. The Game Corner is rumored to still house a TR Hideout that connects back to Saffron, but all searches have returned no results.
Vermillion City remains Kanto’s largest port city, with massive docks littering the edges of the city. A large mansion stands in the northeast of the city, purchased by the Pokémon Fan Club shortly after its sole occupant perished.
Fuchsia City has become a rather large port city and metropolis itself, and continues to house the massive Safari Zone. Koga took the Gym back from his daughter, Janine, when he was forced off of the E4 due to Lorelei’s return. The city is almost always covered in smog.
Cinnabar Island has been rebuilt from the ground up, and utilizes the still-active volcano as energy and fuel. Blaine has perished due to his old age, and his successor remains to be decided upon. Silph Co. owns a major R&D laboratory on Cinnabar Island, and the Cinnabar Mansion has been restored to its former glory. The Mansion is now a tourist attraction.
Victory Road is even more perilous before, winding through the mountains separating Kanto and Johto. The path splits towards Mount Silver, and many powerful Trainers and Pokémon stand upon the path. The E4 has also upped the security around Victory Road, placing EP and supposed SP on the path to even further test Trainers.
Indigo Plateau remains the capital of Kanto and the final destination of those wishing to take on the Gym Challenge of Kanto and Johto. However, not much is known of the E4 members themselves, as no Trainer has yet to return from the Challenge. It is rumored that Trainers that fall are cast aside as useless Trainers, whilst those that win are silenced in gruesome, horrifying ways.

Combat
I’ve touched on the subject before, but I’m going to clarify once more. During combat, there will be a designated posting order. Like with all tabletops and dice system, it’s called Initiative. Since this is Pokémon, your Initiative is your Speed. In the case of multiple Pokémon having the same speed, dice will be rolled equal to the Pokémon’s speed (ie, 1 Speed = 1d6, 2 Speed = 2d6, etc.). The Pokémon that scores the highest will go first. Ties will be re-rolled.
Example:
5 Pokémon are in combat. Four have equal Speed (at 2), and the fifth has greater Speed (at 3). Pokémon 1-4 each roll 2d6. 1 gets 10, 2 and 3 tie at 7, and 4 rolls 5. 2 and 3 reroll, with 2 rolling 6 and 3 rolling 9. The posting order, from this, is as follows: 5 attacks first, followed by 1, then 2, then 3, then 4.
Experience and Leveling Recently added: 1/29/11
In general, Pokémon fall into a few categories for leveling. Base (or fast) speed, Evolved (or average) speed, Final (or slow) speed, and Legendary (or slowest) speed. Each form requires 10, 15, 20, or 25 exp to increase a stat, respectively. Exp is rewarded at the end of battles (naturally, some Pokémon give more experience - however, this will generally be one or two). If you also surprise me with superb roleplaying, I may award extra experience as an incentive to continue doing well.
Final Notes:
Pokéballs appear as they do in the manga – a solid white, metallic bottom, with a clear, red glass top. The button is attached to the upper portion of the Pokéball. Pokéballs can be released from the inside in a pinch (the Pokémon can release itself), but can also be destroyed from the outside via great pressure.
TR has created their own version of the Pokéball, aptly titled the “Rocket Ball”. The ball has a solid red, metallic bottom with a black metallic top emblazoned with their logo. Rumors go that the ball is indestructible, and able to catch Pokémon already belonging to another trainer.
Hidden Machines and Technical Machines (HMs and TMs, respectively) have advanced to the point that the two have blended into one. Both are collectively called TMs. Neither breaks after use, both can be used multiple times, and moves once stored on HMs can be forgotten on a whim. However, because of this, their base price has increased to 150% of their normal price. (Silph Co. and black market price adjustments take place after the price increase)
Pokémon can – and will – die. There is no way around this. Pokémon faint in battle. Pokémon die in war. With weapons being present in the battlefield, some punk may try to take your Pokémon’s life for defeating his in battle. Who knows.

Now, just because I’ve listed every Kanto Pokémon (and some Johto), doesn’t mean you can pick just anything. I’ll be combing over every sheet, and will let you know if I’m not happy with your Pokémon of choice. Just use some common sense, ok? (:
Here's the listing of what Pokémon are found in what locations naturally. These are listed by the lowest denominator of a family that can be found, and in most cases, every Pokémon in the evolution chain can be found. However, this does not hold true for Eevee. Only when Eevee's evolution is listed may that Eeveelution be found.
Due to intense research (and development) by TR and the E4, Eevee's ability to evolve has become radically different. An evolution has been found for every type in the Pokémon world, and studied in depth. Although unique Pokémon, the entire Eevee family follows a very specific pattern, in their learnsets, physiology, and their nomenclature.
Recent research has shown that the elemental Plates scattered around the world are actually the cause of evolutionary stones, such as the Leaf, Fire, and Water Stones. Embedded within a specific area, the power of the elemental Plates slowly seeps into its surroundings, slowly transforming materials such as stone and gems into diluted version of the Plates themselves. Research on the Eevee family has shifted from the family itself onto the plates and a method to reverse engineer the Plates or Stones so one may greater control the "eeveelutions", as they have been dubbed.
Due to the sheer amount of research done, nearly all Urban Eevee and a small portion of wild Eevee can no longer evolve via Stones, and require Plates in order to evolve. As well, there are rumors or Eevee that can supposedly change form "at will". While no solid evidence supports the rumors, scientists struggle to find a way to enable the Pokémon to evolve and devolve, based around the Plates or Stones it holds. However, the inability to find Plates with enough mass to trigger the evolution has brought the research to a grinding halt.
Interestingly enough, research has shown that, despite Everstone's capabilities of maintaining a Pokémon's current location in its evolutionary family, Eevee will evolve when leveled and holding an Everstone. Research is continuing on the Stone and its origins, and many speculate that an Everstone is actually an Evolutionary Stone tied to the Normal-type, though a Normal-type Elemental Plate has yet to be found to support the claims. It also does not explain why, when held by all other species of Pokémon, it causes a halt in evolution.
Since there are no official Eeveelutions for most types, I'm going to be including descriptions for them.
Normal-type, Eeveeon: Eeveeon is the most similar evolution to Eevee, mainly due to its common typing. Eeveeon is essentially a larger, more "mature" Eevee. Its ears are longer than Eevee's, and its neck tuft is much fuller and longer, extending down nearly to Eeveeon's ankles. Its fur remains the same brown and cream colours. Eeveeon's fur is cream colored on its underside, extending to the tip of the tail, and brown everywhere else. The cream colored fur is much fluffier than the brown.
Fighting-type, Takemeon: Takemeon is arguably the most unique of all Eevee's evolutions. It stands on its hind legs, like a kangaroo might. Its fur is much more red than Eevee's, and it has developed hands and arms to fight with. Its ears are shorter than Eevee's and tend to stand straight up. Many Trainers wrap their Takemeon's wrists.
Flying-type, Aveon: Aveon has grown wings that enable it to fly about, while its fur has taken on a much more feathery look. Its neck tuft is light and fluffy, giving the feeling of clouds. Its ears and ankles are also surrounded with the lighter, fluffier fur. Overall, it is a light blue color.
Poison-type, Toxeon: Toxeon has very short, white fur, with a large, sludge-like neck tuft. Its ears droop, with longer fur hanging from them, giving the impression that the Pokémon is melting. The long fur is tipped purple. Its tail ends in a rather large spike which almost constantly drips poison.
Ground-type, Terreon: Terreon's fur is patterns are reversed from Eevee's. It is mostly cream colored, with a dark brown underside, paws and neck tuft. The neck tuft is thick and scraggly, as if dirty. Its tail is tipped brown. Its ears are larger and more triangular than Eevee's, naturally sweeping backwards. Its front paws have grown large claws to Dig through the earth.
Rock-type, Stoneon: Stoneon's neck tuft has become what one might consider a necklace of rocks, while its fur has taken on a more rocky appearance. The neck tuft rocks have short, flat tipped spies jutting from them.
Bug-type, Secteon: Secteon has evolved an exo-skeleton of chitinous armor. Its ears have taken on a very antennae-like appearance, while its tail splits in two at the base, with both tipped with a larger encasement of the armor. A pair of dual wings sprouts from its back, which is uses to fly about.
Ghost-type, Spireon: Spireon is a very unique case for Eevee. Beyond evolving when exposed to a Spooky Plate, many urban Eevee will leave behind a Spireon upon death. Spireon appears similar to most ghosts as a gaseous mass in the shape of an Eevee. Its eyes are mere sockets, with glowing red spots to indicate its eyeballs. Its neck tuft has turned into a necklace of glowing jewels that dim as the Pokémon loses health. Much like Gastly, it is blown away by strong winds and can envelop entire opponents.
Steel-type, Magneon: I actually don't have any good ideas for what Magneon may look like. Suggest something!
Dragon-type, Draceon: Draceon has a smooth, royal purple coat of very fine fur. Its ears sweep backwards in a light S shape, and are covered on the top with a bony layer. This causes them to look like horns. It also has a smaller, forward pointing horn on top of its head. Its tail has taken on a more lizard-like appearance, being nearly as wide as Draceon at the base, and slowly tapering off. It is at least twice as long as the Pokémon itself. It has also grown large bat-like wings, and large claws. A row of razor sharp teeth fill its mouth.
Normal-type, Eeveeon: Eeveeon is the most similar evolution to Eevee, mainly due to its common typing. Eeveeon is essentially a larger, more "mature" Eevee. Its ears are longer than Eevee's, and its neck tuft is much fuller and longer, extending down nearly to Eeveeon's ankles. Its fur remains the same brown and cream colours. Flying-type, Aveon: Aveon has grown wings that enable it to fly about, while its fur has taken on a much more feathery look. Its neck tuft is light and fluffy, giving the feeling of clouds. Its ears and ankles are also surrounded with the lighter, fluffier fur. Overall, it is a light blue color.
Poison-type, Toxeon: Toxeon has very short, white fur, with a large, sludge-like neck tuft. Its ears droop, with longer fur hanging from them, giving the impression that the Pokémon is melting. The long fur is tipped purple. Its tail ends in a rather large spike which almost constantly drips poison.
Ground-type, Terreon: Terreon's fur is patterns are reversed from Eevee's. It is mostly cream colored, with a dark brown underside, paws and neck tuft. The neck tuft is thick and scraggly, as if dirty. Its tail is tipped brown. Its ears are larger and more triangular than Eevee's, naturally sweeping backwards. Its front paws have grown large claws to Dig through the earth.
Rock-type, Stoneon: Stoneon's neck tuft has become what one might consider a necklace of rocks, while its fur has taken on a more rocky appearance. The neck tuft rocks have short, flat tipped spies jutting from them.
Bug-type, Secteon: Secteon has evolved an exo-skeleton of chitinous armor. Its ears have taken on a very antennae-like appearance, while its tail splits in two at the base, with both tipped with a larger encasement of the armor. A pair of dual wings sprouts from its back, which is uses to fly about.
Ghost-type, Spireon: Spireon is a very unique case for Eevee. Beyond evolving when exposed to a Spooky Plate, many urban Eevee will leave behind a Spireon upon death. Spireon appears similar to most ghosts as a gaseous mass in the shape of an Eevee. Its eyes are mere sockets, with glowing red spots to indicate its eyeballs. Its neck tuft has turned into a necklace of glowing jewels that dim as the Pokémon loses health. Much like Gastly, it is blown away by strong winds and can envelop entire opponents.
Steel-type, Magneon: I actually don't have any good ideas for what Magneon may look like. Suggest something!
Dragon-type, Draceon: Draceon has a smooth, royal purple coat of very fine fur. Its ears sweep backwards in a light S shape, and are covered on the top with a bony layer. This causes them to look like horns. It also has a smaller, forward pointing horn on top of its head. Its tail has taken on a more lizard-like appearance, being nearly as wide as Draceon at the base, and slowly tapering off. It is at least twice as long as the Pokémon itself. It has also grown large bat-like wings, and large claws. A row of razor sharp teeth fill its mouth.
“Freedom Through Chaos”
TR’s motto is scrawled on every wall in Saffron City. Every house, every building, every store. There is no escape from the ever-present reminder of what is, what will always be. But behind the curtains lies a very harsh truth. Neither the E4 nor TR are what they once were. The protection the E4 grants the populace is merely a façade for their tyrannical oppression. They seek to create a perfect world, a world without crime, a world without violence. But in their blindness, they oppress. And TR seeks to topple the empire. Though they seemingly remain as evil as ever; stealing Pokémon, capturing illegal Pokémon, distributing Pokémon. They seek to cause the E4 to crumble from within. They would insert “agents” into the system, causing it to rip at the seams. So far, their efforts have been in vain. No Trainer, nor group of Trainers, has been successful in taking on the Gym Challenge and the E4 and emerging successful. That’s all history. Old news. Why live in the past? You only live once. You can only hope for the future. And today, there is a glimmer of hope.
You live in Saffron City. Whether you were born and raised here, moved here as a child, or fled from the E4, you are in Saffron City. It’s December 24th, who knows what year. It’s cold, and a moderate blanket of snow covers the streets and sidewalks. The sky is filled with dark, foreboding clouds. But every cloud has a silver lining, right? That lining, tonight, happens to be one of TR’s Monthly Pokémon Giveaway. Every month, they gather up aspiring Trainers, get them Trainer ID’s, and hand out Pokémon. No one gets a choice, they just reach into a box of Pokémon and grab. Sometimes, Trainers get desired Pokémon. Other times not. Whichever way your luck swings, at least you have a Pokémon, right? You can still battle with it, you can still catch other Pokémon.
You trudge through the snow, blissfully unaware of what lies in your future. Of what is going to be expected of you. You just march onwards, heading to the TR Headquarters. Who knows, tonight may be your lucky night....
