So I cant fill on Flash, I close all the gaps, what might be the problem?

Have you got multiple layers? You may have clicked on the wrong one, that's always a problem.

try drawing a circle with the brush tool with one stroke, with a thick outline. If you can colour that, then it's not a problem, you need to find the hole in your original outline. I suggest making lines here and there and colouring until you find an area which you cannot colour; then scour the area for holes.

It's probably because you used multiple strokes to draw it with 'Object Drawing' set to 'on'. Object drawing makes everything you draw an object, and each object is in a different layer WITHIN a layer. That means each line goes over or under another line instead of connecting to it. Just uncheck the box so all lines in the same layer will be drawn at the same depth. If this ain't the problem, I don't know what is.

If you did what rabies said, instread of redrawing it, just highlight it all and hit CTRL+B
Then it will break apart the layers and you'll be all good.

yh, brreak it appart u should be able 2 fill it in. cos atm u'd have loads of little objects.
