Well, it's hereditary or some other shit like that.

All my characters can use that power, and when they're born the other one is kicked out of the rangers and the newborn is put in, when they come of age of course.

But yeah, I have shoop da fucking powers.

Also, I assumed that all the characters that belonged to a user would be in the clan/group that the user belonged in.
